Abstract: Reform movement in
Indonesia in 1998 demands a paradigm shift in all sectors of development
including irrigation sector. Reform is demanding that the management of water resources (including irrigation in it)
be done in a transparent, accountable, and equitable. Implementation of the new paradigm in the irrigation sector can
not be fully realized. Lags in the irrigation sector in implementing the new
paradigm is influenced by several factors namely the political situation, the
nations economy, human resources, institutional, and cultural. But the most
important factor in the renewal is the intellectual capital that serves as
mobilisator and dinamisator.
