Abstract: It seems that the
Law relies its effectiveness on
community awareness which is
a reflection of the
existence of social capital. Unfortunately, this mechanism does not work well. By and
large, marital relationships
are regarded as internal affairs, not a public one. Since" the Law
No. 2312004 on the Abolition
of Domestic Violence took effect
in 2004, domestic
violence has not simply
been an internal
affair of a family. Instead,
it has been transformed
into public affair.
Consequently, the perpetrator of
domestic violence can be punished under the criminal law.
Article 15 of the
Law also reguires
all members of the society to prevent domestic violence in their neighbourhood.
