Abstract: The development
concept of required to face globalization is a concept of public participation.
In this concept, public have a right to participate in decision making, making of
policy, planning, implementation, evaluation, and control. Four elementary
concept and form-able to be made by Masyarakat Adat Sakai to participation in
oil mining in Riau Province, that is; the right to get information, tribal
peoples participation in decision making, the right to access at justice,
consultation right. Working Group On Indigenous Population have formulated
standard setting of tribal or indigenous peoples participation in development,
related to usage of natural resource and their land at tribal peoplesterritory,
this Principal formula for example : Free, Prior, Informed And Consent.
