Environmental Impact Mitigation Monitoring (EIMM) for UMCOR Indonesia’s “Livelihoods for Affected Communities in Bireuen, Aceh” (LABA) in Bireuen District, Aceh, Indonesia
Abstrak: The December 2004 tsunami devastated
livelihoods across Aceh province, including many villages in Bireuen District.
According to the “Aceh and Nias: Two Years After the Tsunami” report, which was
produced by BRR and partners in December 2006, 3,100 ha of agricultural land,
2,390 ha of fishponds and 1,393 fishing vessels in Bireuen were damaged or
destroyed by tsunami. According to BRR, two years later a large amount of land
was rehabilitated (7,875 ha). However, only 877 ha of fishponds had been
restored and only 222 fishing vessels were replaced in Bireuen by 2007. Other
business sectors were also directly affected by tsunami. In 2006, 46.9% of the
Bireuen population was reported living under the poverty line. The tsunami had
a particularly strong impact on the fishing sector in Bireuen District. The
Bireuen District government fisheries department provided the following
information onthe three sub-districts targeted through this project. UMCOR’s
own assessment in target villagesrevealed that there may have been much more
damages from the tsunami than that were listed by BRR or the government.
